Bihar’s Final Voter List Released: 7.42 Crore Names Ahead of Assembly Polls

Patna, September 30, 2025 – The Election Commission of India (ECI) on Tuesday published the final electoral rolls for Bihar, marking the completion of a special intensive revision (SIR) carried out after more than two decades. The final list includes 7.42 crore voters, setting the stage for the upcoming Assembly elections.

The revision process witnessed significant changes in the voter count. As of June 25, Bihar had 7.89 crore registered voters. When the draft list was released on August 1, nearly 65 lakh names were deleted, reducing the total to 7.24 crore. Following corrections and additions, the final roll now includes 21.53 lakh new voters, while 3.66 lakh names have been removed, as per the ECI’s statement.

Chief Election Commissioner Gyanesh Kumar expressed gratitude to voters, election officials, political party representatives, and booth-level agents for ensuring the successful completion of this large-scale exercise after 22 years.

Bihar’s Chief Electoral Officer Vinod Singh Gunjiyal urged voters to verify their details through the official portal, voters.eci.gov.in. Eligible citizens who have not yet registered can still apply for inclusion up to 10 days before the last date of nomination filing.

Apurva Kumar Singh, Assistant Director of the EC, clarified that individuals dissatisfied with the decision of the electoral registration officer may file a first appeal before the District Magistrate and a second appeal before the CEO, under provisions of the Representation of the People Act, 1950.

The ECI has also provided physical and digital copies of the electoral rolls to political parties. Booth-level data, including names of deceased voters, permanently migrated citizens, or untraceable individuals, were shared with party representatives to maintain accuracy and transparency.

The Commission emphasized that the revision was conducted under Article 326 of the Constitution, guided by the motto: “No eligible voter to be left out, and no ineligible person to be included.” The effort involved officials across Bihar’s 38 districts, 243 Electoral Registration Officers, nearly 3,000 assistant officers, over one lakh booth-level officers, and volunteers, alongside active participation from 12 major political parties and their 1.6 lakh booth agents.

With the updated voter list, Bihar now moves closer to a high-stakes Assembly election where every registered vote will play a decisive role.
